The results show that the programme has had positive impacts, including reducing flooding, improving people's quality of life, and strengthening economic competitiveness. However, the success of the programme still faces challenges such as budget constraints, sub-optimal coordination and low community participation. To improve the effectiveness of the programme, it is necessary to strengthen fund management, community education and a better monitoring system so that the programme can contribute to the development of a resilient and sustainable city.

Keywords: Urban Village Funds, Waterlogging, Infrastructure, Surabaya, Community Participation.
Alfina Audry Anggraeni, Susi Hardjati Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/532 Tue, 01 Apr 2025 00:00:00 +0000 Implementation of the Campaign Monitoring Policy by the Election Supervisory Agency of Blitar City in the 2024 Simultaneous Regional Elections http://jurnaldialektika.com/index.php/piani/article/view/412
Abstract

Supervision of campaign stages in the 2024 Simultaneous Regional Elections in Blitar City is the task and responsibility of the Blitar City General Election Supervisory Body. The lack of human resources in carrying out supervision raises the question of whether the Blitar City Bawaslu has implemented the campaign stage supervision policy properly. The purpose of this study was to determine the success of the implementation of the campaign stage supervision policy by the Blitar City Bawaslu in the 2024 Simultaneous Regional Elections. By using qualitative research methods, and data collection using observation and interview methods. This study uses the implementation theory by George C. Edwards III which has four main indicators, namely: communication, resources, disposition, and bureaucratic structure. The results of this study indicate that the implementation of the campaign stage supervision policy by the Blitar City Bawaslu in the 2024 Simultaneous Regional Elections has been implemented well, although there are still several challenges.

Keywords: Bawaslu of Blitar City, Campaign Stage Supervision, Policy Implementation
Muhammad Fa’iq Firiznanda, Indira Arundinasari Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/412 Wed, 02 Apr 2025 00:00:00 +0000 Community Perception of Tourism Planning Impact: A Case Study of Bandung Indonesia http://jurnaldialektika.com/index.php/piani/article/view/413
The development of tourism in Bandung City is inseparable from meticulous tourism planning. However, the extent to which such planning impacts the quality of life of local residents remains a question. This study aims to fill this gap by conducting an in-depth examination of Bandung citizens' perceptions of the impacts of tourism planning on their quality of life, considering the environmental, socio-cultural, economic, and overall quality of life dimensions. Google Forms were employed as the data collection instrument. The online distribution of questionnaires enabled broader participation from various segments of the population. Data obtained from Google Forms were processed and statistically analyzed using IBM SPSS Statistics 27 to determine the extent to which the research dimensions, such as environmental impacts, socio-cultural impacts, economic impacts, and overall quality of life, are influenced by tourism planning in Bandung City. The analysis results indicate that Bandung's tourism planning has significantly contributed to improving the quality of life and economic conditions for a portion of the population. Nevertheless, there is a need for improvements in environmental management, socio-cultural aspects, and the equitable distribution of economic benefits. A more comprehensive and sustainable planning approach is required to optimize the positive impacts and mitigate the negative consequences of tourism.
Ahmad Candra, Nesya Amellita, Wiwik Dwi Pratiwi Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/413 Thu, 03 Apr 2025 00:00:00 +0000 Planning Of The Operational Bureau Of The East Java Police In Securing The 2024 Simultaneous Regional Head Election http://jurnaldialektika.com/index.php/piani/article/view/423
Abstract

The Operations Bureau is a work unit (satker) at the Regional Police level, specifically in the East Java region, which has an important role in planning security for police force members. The research approach uses a qualitative descriptive method with data collection through interviews, direct observation, and document studies. This study aims to determine the Security Planning for the 2024 Simultaneous Regional Elections, which was carried out because it required the assistance of security forces during the 2024 Simultaneous Regional Elections. In this context, the Regional Head Election (Pilkada) is an important mechanism for community participation in decision-making. However, security challenges, such as political vulnerability, violations, and possible riots are a major concern, especially in East Java Province. News emerged during the 2024 Simultaneous Regional Elections when there was riots in the Madura Raya area. The results of the study show that the Operations Bureau has taken proactive steps to deal with potential vulnerabilities, including the addition of security personnel in vulnerable areas. Although planning has covered various aspects, there are shortcomings in developing alternatives. This study emphasizes the importance of structured and responsive planning to create safe and conducive conditions during the Pilkada, and to ensure that the democratic process runs smoothly.

Keywords: East Java Regional Police Operations Bureau, Pilkada, Planning, Security.
edista_indiswari_artamefia, Rosyidatuzahro Anisykurlillah Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/423 Fri, 04 Apr 2025 00:00:00 +0000 Analysis of Initial Planning and Eco-friendly Tourism Development Strategy at Pantai Indah Kapuk 2 http://jurnaldialektika.com/index.php/piani/article/view/424
The development of sustainable and eco-friendly tourism is crucial in the current global environmental crisis. This study aims to examine the development of information technology application in education in Indonesia through qualitative research methods and analysis of related literature. The results of the study indicate that the development of information technology in education in Indonesia can be divided into three eras: the Pre-Digital Era with traditional learning methods and limited access to information; the Early Digital Era with the introduction of computers in schools and support from government programs for information technology integration; and the Modern Information Technology Era with increased internet access, e-learning, distance learning, and technology-based curriculum innovation. The positive impacts of information technology application include increased accessibility, quality of learning, and development of digital skills. However, this application also has negative impacts such as inequality in access to technology, dependence on technology, and challenges in management and implementation. In conclusion, the application of information technology in education in Indonesia has grown significantly and has had a major impact on the education system. However, there are still challenges that need to be overcome to ensure that the benefits of information technology can be felt by all students and educators.

Keywords: Information technology, Positive impacts, Qualitative research
Aneng Aisyah, Agus Setiawan, Rama Wijaya Abdul Rozak Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/431 Thu, 10 Apr 2025 00:00:00 +0000 The Influence of Village Fund Allocation and Communication on Community Welfare Through Development in Bawosalo'o Siwalawa Village, Lolowa'u District, South Nias Regency http://jurnaldialektika.com/index.php/piani/article/view/432
The objective of the research was to examine the Effect of Village Fund Allocation on Community Welfare. Through Law Number 6 of 2023 concerning Stipulation of Government Regulations in Replacement of Law Number 2 of 2022 concerning Job Creation (UU Job Creation), the provisions in Law Number 40 of 2007 concerning PTs have undergone changes, including allowing the establishment of PTs by one founder (single shareholder) for business Micro, Small and Medium Enterprises (MSMEs). The normative juridical approach shows that the establishment of an Individual PT is feasible if it meets the requirements: it is declared a legal entity by law, has its own assets, and has government approval in accordance with Articles 153A and 153B of the Job Creation Law and Article 7 of Government Regulation Number 8 of 2021. The establishment process is carried out by filling out the establishment statement form in Indonesian and registering it with the Minister of Law and Human Rights to obtain a registration deed. However, supervision of Individual PT is still a challenge, because it does not have any other organs apart from the founder, so the potential for irregularities is greater. Therefore, new implementing regulations are needed to ensure legal certainty, guarantee supervision, and provide a clear responsibility mechanism for the actions of the founders and activities of PT Individuals. This is important so that PT Perorangan can function optimally as a legal entity that supports the development of MSMEs in Indonesia.
Mangpul Sitanggang, Hendri Jayadi, Armunanto Hutahaean Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/433 Sat, 12 Apr 2025 00:00:00 +0000 Transformation of Administration and Government Bureaucracy in Efforts to Improve the Quality of Public Services http://jurnaldialektika.com/index.php/piani/article/view/436
The transformation of government administration and bureaucracy is a strategic step to improve the quality of public services in the modern era. This research employs a descriptive approach based on a literature review from various sources, including books, scientific articles, and relevant journals, aiming to present a holistic overview of digital transformation in public administration, its opportunities, and challenges. The opportunities include ease of communication and accessibility through the implementation of e-government, open government, and broader data utilization. On the other hand, challenges include limitations in managing digital technology and issues related to data security. The digital revolution in public administration has significantly impacted government operations and public services. Digital technology enhances accessibility in various sectors such as politics, governance, health, education, and economics. This transformation fosters transparency, effectiveness, public participation, and data-driven decision-making. This study consists of two variables, namely the Independent Variable (X) Performance Management and the Bound Variable (Y) Service Quality. The purpose of this study was to determine how big the influence of performance management on the service quality of the Department of Population and Civil Registration of Deli Serdang Regency. This research was conducted at the Department of Population and Civil Registration Deli Serdang Regency. The population of this study were the employees of the Department of Population and Civil Registration of Deli Serdang Regency, amounting to 48 people. So the research sample is 48 people, if the subject is less than 100, all can be taken so that the research is a population study. Furthermore, if the subject is more than 100 it can be taken 10-15% or more. So the sample of this study amounted to 48 people (all populations were sampled). The method used in this study is a quantitative method. Data collection techniques in this study are observation, interviews (interviews), questionnaires (questionnaires), literature studies and documentation studies. The data analysis technique used product moment correlation and hypothesis significance test. To determine the significant level of the influence of performance management on the service quality of the Deli Serdang Regency Population and Civil Registration Service, a hypothesis test was carried out on r by determining the 5% significance level. Determine the test r table n=48. It is known based on data processing that the result of the r value of the product moment table with n = 48 and the 95% confidence level or 5% error is 0.284 and the r count is 0.40. Thus that r count 0.40 > r table 0.284. This means that there is a big influence between Performance Management and Service Quality. Thus the proposed hypothesis can be accepted, namely the magnitude of the influence of performance management on the service quality of the Deli Serdang Regency Population and Civil Registration Service.
M Rizki, Roy Ronald, Saima Rambe Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/438 Tue, 15 Apr 2025 00:00:00 +0000 The Legal Aspects of Hotel Tax Collection Using an Online System http://jurnaldialektika.com/index.php/piani/article/view/440
The online hotel tax collection in Badung Regency is an implementation of an integrated, transparent, and efficient taxation system, in accordance with Government Regulation No. 82 of 2012 concerning the Implementation of Electronic Systems and Transactions. The analysis of direct and indirect effects reveals that the indirect effect (0.681) is greater than the direct effect (0.011883), indicating that job satisfaction acts as an intervening variable in the relationship between the physical work environment and compensation toward work productivity.
Melia Bu'ulolo, Wira Wahyuni, Ahmad Karim, Saima Rambe Copyright (c) 2025 Jurnal Dialektika: Jurnal Ilmu Sosial https://creativecommons.org/licenses/by-nc-sa/4.0 http://jurnaldialektika.com/index.php/piani/article/view/443 Sat, 19 Apr 2025 00:00:00 +0000 Implementation of the SIGPUKAN Website in Providing Statistical Data on The Processing and Marketing of Fishery Products in East Java http://jurnaldialektika.com/index.php/piani/article/view/444
Indonesia, as a maritime country, holds significant potential in the marine and fisheries sector, with East Java being one of the provinces that contributes substantially to investment in this sector. To support investment development, the East Java Marine and Fisheries Agency has developed the Geographic Information System for Fisheries Entrepreneurs (SIGPUKAN), a digital platform that provides statistical data on the processing and marketing of fishery products. This study aims to analyze the implementation of SIGPUKAN in providing statistical data using Edward III's implementation theory. The research method employed is qualitative with a case study approach through observation and interviews. The results indicate that the implementation of SIGPUKAN has been effective, as evidenced by the regular updating of statistical data, ensuring its relevance to the administrative needs of the agency and the general public. Additionally, the platform’s mapping feature for marine and fisheries potential assists investors in identifying precise investment locations. This innovation promotes data transparency and enhances the efficiency of public services. The implementation of SIGPUKAN is expected to strengthen collaboration between the government, entrepreneurs, and the public in providing statistical data that supports the development of the marine and fisheries sector in East Java.
Chindy Via Rosita, Vidya Imanuari Pertiwi Copyright (c) http://jurnaldialektika.com/index.php/piani/article/view/444 Sun, 20 Apr 2025 00:00:00 +0000
