<p><span style="font-weight: 400;">This study examines tourism management that integrates cultural heritage and natural resource based collaboration at Masjid Tuo Kayu Jao in Solok Regency, West Sumatra. As a historic Minangkabau heritage site, the mosque offers architectural value and natural scenery that attract visitors. Using a descriptive qualitative method through observation, interviews, and literature review, the research identifies management strategies that support sustainable tourism. Findings indicate that stakeholder collaboration is essential to balancing cultural preservation with environmental utilization. Management efforts include restoration that maintains historical integrity, the development of eco-friendly facilities, and the enhancement of community participation. This approach not only safeguards the site and its surroundings but also generates socio-economic benefits. <p><span style="font-weight: 400;">As a major cultural tourism destination in West Sumatra, Istano Basa Pagaruyung has great potential because it combines natural beauty (green hilly landscapes, terraced rice fields, rivers, and Mount Marapi) with the beauty of Minangkabau culture (gonjong architecture, philosophical carvings, and local traditions). However, due to partial management, the natural attractions have not been fully utilized, potentially reducing tourist appeal and the site's sustainability. The purpose of this study is to examine how the integration of natural and cultural attractions affects the tourist appeal of Istano Basa Pagaruyung. Furthermore, this study also aims to develop a sustainable tourism management strategy based on community-based tourism (CBT) and eco-edutourism. A qualitative approach was used in the study, and data collection techniques were collected through field observations, in-depth interviews with managers and local community members, and literature review. The research results show that tourist satisfaction can be improved, destination image can be strengthened, and environmental and cultural preservation can be supported by the synergy of nature and culture reflected in the landscape around the palace, the Pacu Jawi tradition, Alu Katentong, and the local wisdom story "Alam Takambang Jadi Guru." <p><span style="font-weight: 400;">This study aims to analyze the role of the Padangpanjang Art Market as a cultural attraction and a platform for community creativity within the framework of developing culture-based tourism and the creative economy in Padangpanjang City. By shifting from conventional tourism paradigms to authentic experiences and the utilization of cultural heritage, the Padangpanjang Art Market has emerged as a local effort that combines art performances, culinary delights, and social interactions in an innovative public space. Using qualitative descriptive methods through literature review, in-depth interviews, field observations, and document collection, this study explores the dynamics of its organization, community participation, and the challenges encountered. Key findings indicate that the Padangpanjang Art Market boosts the local economy by increasing visits and trade activity at Padangpanjang Central Market. This weekly arts event serves as a platform for expression for artists, students, and creative groups, as well as a medium for preserving Minangkabau culture through performances of randai, traditional dance, saluang, and other arts. Participatory funding systems such as the "musician's box" demonstrate the initiative's independence, while content distribution by local content creators expands cultural promotion through digital channels. However, the study uncovered major constraints such as limited budget, manpower, and time allocation for the committee. In conclusion, Padangpanjang Art Market provides important support for strengthening cultural identity, empowering creative communities, and growing local tourism, but requires ongoing support to maintain its sustainability as an inclusive and energetic cultural space.</span></p>Fajri Wildhani IlhamSuci Rahmadhani

<p><span style="font-weight: 400;">The crime of defamation can be divided into two forms: conventional and verbal. Conventional methods are usually implemented through direct statements or written media. This study aims to answer questions related to the Legal Review of Perpetrators of Criminal Acts of Defamation Through Social Media. First, the criminal liability of perpetrators of criminal acts of defamation through social media is based on Decision Number 415/Pid.Sus/2020/PN Tar. This study uses two types of data: primary legal materials and secondary legal materials. Primary legal materials include basic norms, basic rules, laws and regulations, and official documents or records. Secondary legal materials are obtained from literature such as books, legal journals, research results, and various other scientific works. The results of the study indicate, first, that criminal liability for perpetrators of defamation through social media in Decision Number 415/Pid.Sus/2020/PN Tar results in a two-month prison sentence with a six-month probation period, based on evidence and testimony presented at trial. <p><span style="font-weight: 400;">Education is responsible for integrating, nurturing, and fostering the development of students' talents and creative abilities. This study examines the role of teachers in fostering children's creativity. This study aims to determine how Flash Cards can foster children's creativity in dance lessons, specifically the Tanggai dance from South Sumatra, in elementary schools. The method used in this study was a literature review through a systematic approach to data analysis. The results of this study indicate that teachers make changes to the learning process using Flash Cards to foster children's dance creativity. Using Wallas' theory, through the stages of preparation, incubation, illumination, and verification, children can become active and creative individuals. Flash Cards represent a teacher's innovation in transforming the learning process. This medium can foster children's creativity and active expression through movement, enabling them to be more active and creative, moving from viewing images to dance movements. <p><span style="font-weight: 400;">The Environmental Impact Assessment (EIA) serves as a policy instrument to manage and mitigate environmental impacts arising from development activities. Beyond its technical dimension, the EIA process requires interaction and cooperation among multiple stakeholders within a collaborative governance framework. This study aims to examine the roles of government, private sector, and community actors in the implementation of collaborative governance in the EIA process in Margamulya Village, Pasirjambu District, Bandung Regency. This research adopts a qualitative approach using a case study design. Data were collected through in-depth interviews with relevant stakeholders, field observations, and document review. The findings reveal that the government performs regulatory, supervisory, and facilitative roles in the EIA process, while the private sector is responsible for fulfilling environmental obligations in accordance with applicable regulations. Meanwhile, the community plays a strategic role as directly affected stakeholders and as a channel for public aspirations and social control. However, collaborative practices among actors have not been fully optimized due to limited access to information, low community participation capacity, and weak coordination among stakeholders. <p><span style="font-weight: 400;">This study aims to analyze the dynamics of social change within the Cireundeu Traditional Village community in Cimahi, a Sundanese community that maintains tradition amidst modernity. This village is known for its cassava-based food security system (rasi) and Sundanese Wiwitan traditional values, which are still practiced in social life. The research used a qualitative approach with a descriptive case study design through non-participatory field observation, visual documentation, and literature review. The results show that modernization in the form of urbanization, digital technology, and cultural tourism activities does not erase tradition but rather encourages a process of selective adaptation and value negotiation. Core traditions such as rasi consumption and ritual practices are maintained, while non-essential aspects are adapted to contemporary needs. <p><span style="font-weight: 400;">This study explores how micro, small, and medium enterprises (MSMEs) in Batam City transform digital transaction recording into financial reporting. Drawing on TOE, UTAUT, and practice theory, digital accounting is treated as routines shaped by capability, role allocation, and external demands. Using a qualitative case-study design, data were gathered through semi-structured interviews, limited observation, and document review, then analyzed thematically. Results indicate that digital tools are adopted mainly for pragmatic needs (sales and cash recap), while the process often stalls at input and summary stages. Data validation and periodic statement preparation are not embedded as stable routines, so reporting is typically incidental for loans, taxes, or partner requests. Hybrid practices (apps alongside manual notes) and uneven accounting literacy constrain the production of consistent income statements and balance sheets. <p><span style="font-weight: 400;">The East Java Provincial Manpower and Transmigration Office (Disnakertrans) in implementing Minister of Manpower Regulation No. 28 of 2014 strives to ensure that companies are required to create Company Regulations (PP), draft and ratify PP, and register Collective Labor Agreements (PKB). From January to September 2025, 107 companies had submitted their PP for ratification, while the registration of PKB continued according to procedure. This study aims to describe the efforts of the East Java Provincial Manpower and Transmigration Office in implementing Permenaker No. 28 of 2014 and to identify obstacles that arise in the field. This study applies a qualitative descriptive method, utilizing data collection techniques such as observation, interviews, and documentation. In its analysis, this study is guided by the policy implementation model proposed by George C. Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results of the study show that communication is carried out through socialization, guidance, consultation, and the use of digital media. Employee resources and supporting facilities are considered sufficient to carry out the PP approval and PKB registration processes. Employee disposition shows a strong commitment to providing services and assistance to companies. The bureaucratic structure was clearly organized with workflows and SOPs that supported the smooth running of the process, although some companies still submitted incomplete documents, which required corrections and prolonged the verification process.</span></p>Nabila Nur AysyahMagda Faradiba

<p><strong>Abstract</strong></p> <p><span style="font-weight: 400;">The determination of the Regency/City Minimum Wage (UMK) is an important step in protecting workers and maintaining business stability. The government has issued Minister of Manpower Regulation No. 16 of 2024 as the basis for calculating the 2025 UMK, taking into account economic growth, inflation, and certain indices. This study aims to analyze the implementation of this policy using George C. Edwards III's implementation theory, which covers aspects of communication, resources, implementer disposition, and bureaucratic structure. The method used in this study is a descriptive qualitative approach through interviews, observation, and documentation. The results of the study show that the policy communication process is already underway, but it is not yet evenly distributed, causing differences in understanding between regions. Human resources are quite competent, but budget constraints and the vastness of the region hinder socialization and supervision. The attitude of the implementers is supportive, but differences in interests between workers and employers affect the UMK determination process. The bureaucratic structure is functioning, but it does not fully follow the formula due to socio-political considerations. In general, the implementation of the 2025 UMK in East Java is not yet fully in accordance with Permenaker No. 16 of 2024, so integrated supervision, strengthening of human resources, and more optimal dissemination are needed.</span></p>Shinta Dwi Febia KumalasariMagda Faradiba

<p><span style="font-weight: 400;">The gap between ideal and actual employee competencies remains a barrier for BUMDes (Village-Owned Enterprises) in strengthening the governance and performance of village economic services. This study stems from the urgency of addressing the competency mismatch in Cikalong BUMDes to make the organization more adaptive, accountable, and innovative. The research aims to analyze the implementation of competency-based HR planning and its supporting and inhibiting factors in optimizing performance. The theoretical study combines Competency Theory (Spencer & Spencer), Strategic Human Resource Management (Wright & McMahan), and performance theory (Campbell). The method used is a qualitative case study with data collection through in-depth interviews, participant observation, and documentation. Informants were selected purposively; analysis follows the interactive model of Miles and Huberman and triangulation. The findings indicate that competency mapping and appropriate role placement increase motivation, loyalty, and productivity, but are hampered by unclear competency standards, work culture resistance, and weak HR information systems. <p><span style="font-weight: 400;">This study examines the role of the kecak dance as a tool of Indonesian cultural diplomacy in bilateral relations with Japan in 2024. The focus is on the kecak dance performance at the Tokyo Fuji Art Museum as a means of introducing Indonesian culture. Using a descriptive qualitative method, this study found that the kecak dance functions as a cultural communication tool that builds a positive image of Indonesia in Japan. The Ministry of Foreign Affairs of the Republic of Indonesia and the Indonesian Embassy in Tokyo played an important role in supporting this initiative. Despite challenges such as limited budgets and differences in cultural perceptions, the opportunities that arise are considerable. <p><span style="font-weight: 400;">Pesantren diplomacy is an increasingly important strategy in building international relations in the education and social sectors. This study aims to analyze the capabilities of Pondok Pesantren Baitul Jannah as a non-state actor in implementing partnership diplomacy and mobilizing sustainable support from donors in Malaysia, particularly through crowdfunding programs. This study uses a qualitative approach with a case study method to examine in depth the forms of diplomacy carried out. The main focus is to identify how Islamic boarding schools have succeeded in building relationships, obtaining financial and material support, as well as other resources. The results of the study show that the diplomacy of the Baitul Jannah Islamic boarding school is highly effective and adaptive. The success of this partnership is rooted in a strong social construction, based on the values of ukhuwah Islamiyah (Islamic brotherhood) and mutual trust generated through regular communication. This strengthened trust effectively creates strong institutional branding and enables the pesantren to act as a sub-national brand. Additionally, crowdfunding is identified as functioning strategically as an economic diplomacy tool, supported by digital transparency in financial reporting. <p><span style="font-weight: 400;">Deodorant is a topical preparation used to help reduce body odor caused by bacterial activity on the skin, such as Staphylococcus epidermidis. Along with the increasing interest in natural-based products, bidara leaves (Ziziphus mauritiana L.) have the potential to be used as an active ingredient due to their antibacterial activity. This study aims to formulate a herbal deodorant spray containing bidara leaf infusion and to evaluate its physical characteristics and stability. Bidara leaf infusion will be prepared using the infusion (inundation) method and formulated into a deodorant spray in three different concentrations, namely 5%, 10%, and 15%. The formulated deodorant sprays will be evaluated through organoleptic test, pH, homogeneity, clarity, and spray volume. Quantitative data will be analyzed using One-Way ANOVA, while organoleptic data will be analyzed descriptively. <p><span style="font-weight: 400;">This study explores the relationship between Human Rights (HAM), bioethical principles, and the international legal framework in responding to the rapid development of genetic technology. The background of this study is based on the legal vacuum and ethical dilemmas related to genetic editing, cloning, and DNA manipulation that have the potential to violate human dignity and the right to genetic integrity. The main problem arises when scientific innovation exceeds the speed of legal regulation, thus triggering the risk of genetic discrimination and the commodification of life. The formulation of the problem in this study is: (1) How are bioethical principles integrated into international human rights instruments to regulate genetic technology? and (2) How do the legal policies of ASEAN countries compare in protecting their citizens from the misuse of genetic technology? The research method used is normative juridical using a conceptual approach to examine bioethical theory, a legislative approach to international instruments such as the Universal Declaration on Bioethics and Human Rights, and a comparative approach in the ASEAN region (particularly a comparison between Indonesia, Singapore, and Thailand). The results of the study indicate that although international instruments have laid the foundation for protecting human dignity, implementation at the ASEAN regional level is still very fragmented. Singapore has highly permissive regulations for biomedical advancement, while other countries still rely on general ethical norms without a strong legal framework. In conclusion, harmonization of scientific progress and the protection of fundamental rights is necessary to prevent genetic technology from harming humanity. <p><span style="font-weight: 400;">The global climate crisis has transformed from an environmental issue into a fundamental human rights issue, directly impacting the rights to life, health, food, water, and a good and healthy environment. These impacts are disproportionately felt by developing countries, including the ASEAN region, despite their relatively small historical contribution to global emissions. In this context, the strengthening of the principle of loss and damage following the latest developments at the Conference of the Parties (COP) marks an effort by the international community to affirm the dimension of state international responsibility for loss and damage caused by climate change. However, this principle still faces conceptual, normative, and implementative problems within the international legal regime. This study aims to analyze the climate crisis as a human rights issue and reconstruct the principle of loss and damage within the framework of state international responsibility, by reviewing the comparative national legal arrangements of ASEAN countries and international law. The research method used is normative juridical with conceptual, legislative, and comparative approaches, through an analysis of international legal instruments, the latest COP policies, and national regulations in the ASEAN region. The results show that the strengthening of loss and damage after the latest COP reflects a paradigm shift in climate law from a voluntary commitment-based approach to a human rights-oriented climate justice approach. However, the absence of binding legal instruments weakens state accountability mechanisms. This research emphasizes the philosophical novelty of integrating human rights as the legitimate basis for state international accountability in the climate crisis. <p><span style="font-weight: 400;">Semiconductors underpin the digital economy, yet the memory market is highly cyclical, exposing chipmakers to sharp margin compression during oversupply and price corrections. This study examines SK hynix’s “extreme recovery” using Net Profit Margin (NPM) as the focal performance metric and interprets the recovery through cost-management theory, cost–volume–profit logic, and Activity-Based Costing (ABC). Adopting a quantitative descriptive design with a single-case study approach, the analysis relies on publicly available SK hynix financial statements from 2020–2024. Key variables include NPM (net income/revenue), revenue, and operating expenses; descriptive statistics, trend and percentage-change analysis, and Excel-based visualizations are complemented by triangulation with industry news. Results reveal a pronounced V-shape: NPM declined from 22.36% (2021) to 5.02% (2022) and −27.88% (2023), then rebounded to 29.9% (2024).
